30/07/2025 PA-05 came up again. This time, I found a location. Blair County, Pennsylvania. There are several records connected to Whitmore properties and projects in that area. I still haven't found anything about Victor. Maybe I'm wasting my time. But James lied about when he last talked to him. So... no. I'm gonna keep looking.
